The late William Field "Billy" Rector was a man who made things happen. He established the beginnings of Rector Means & Rowland Inc., an insurance agency in 1931. In 1955, he founded Rector Phillips Morse Inc., which became Arkansas' largest real estate corporation.
He created Phillips-Morse Construction Co. in 1957 to build projects. He developed the first condominium project in Arkansas in 1962. In 1968, Rector brokered the largest single land sales transaction in Pulaski County to what is now the Pleasant Valley subdivision and country club.
